Projects can be completed at nearly any price level regardless of your hourly rate. Higher figures simply translate into more creative and effective designs.
Budgets for individual projects can be specified by range or specific amounts. Something like an annual report requires more attention than a flyer. However, the same project can be completed at many different price ranges reflecting the amount of time spent addressing details that make a piece more effective at meeting design goals. Usually based on the importance of the piece you have the opportunity to specify the budget for each project.
